Noreen A. Fenner – President/Owner. Noreen has more than 35 years of experience working with the Florida Elections Code in the campaign finance reporting and election compliance arenas. This vast experience gives Noreen insight into the roles and complexities of campaigns and political committees. She assists clients with establishing entities that provide flexibility to meet the ever-changing needs of supporting political agendas. Noreen’s experience includes hundreds of statewide, county and municipal political committee and electioneering communications organization registrations; candidate campaign account filings; candidate registration and qualifying documents; corporate filings; and charitable organization registrations. She actively manages the finance and compliance aspects for statewide, legislative and local candidates and political committees. Noreen was a legislative and executive branch lobbyist for 13 years prior to concentrating her efforts on campaign finance compliance and worked as a legal assistant, concentrating in ethics and elections law for more than 20 years. Noreen and her husband, Daniel Tecler, enjoy cooking for friends and family and traveling.

Kim Bailes – Director of Compliance. Kim has been an employee of PAC Financial Management since its creation and currently serves as the Director of Compliance, overseeing the reporting processes for various Florida jurisdictions.  She is responsible for annual client reports, which summarize the activities of each political committee on a yearly basis, and the production of specialized reports as requested by clients. PAC Financial Management’s pledge of exceptional attention to detail is exemplified in Kim. Kim earned her Bachelor of Science in Accounting from Florida State University in 2000. Her previous experience includes managing the accounting and financial transactions for four non-profit organizations. Kim was born and raised in Tallahassee where she resides with her husband and her five wonderful children. In her free time, she loves attending her children’s events and spending time with her church family.

Flo Blackburn –  Campaign Finance Compliance Associate.  After working for the State of Florida Reemployment Assistance Office for 40 years, Flo retired, only to join PAC Financial Management six months later.  In mid-2022, Flo joined the team with the understanding that she would assist through the General Election in November.  Many elections later, Flo is still assisting PAC Financial Management with electronic contribution imports, account reconciliation, and filing compliance reports. She enjoys the friendships of her co-workers and the client interactions. Flo lives in Tallahassee and spends her free time with her sister, sons and grandchildren.
Mandy Garner – Campaign Finance Compliance Associate.  Mandy joined the team in 2023 bringing a strong foundation in customer service and banking. With a keen understanding of regulatory requirements and industry standards, she has completed Bank Secrecy Act training and works diligently to ensure compliance in all aspects of her role. Mandy’s experience assists PAC Finance Management in delivering expeditious processing of client contributions, while fostering positive relationships with clients and colleagues. Her wealth of experience in customer service ensures a client- focused approach to problem-solving. Outside of her professional life, Mandy is passionate about giving back to her community, she has volunteered with organizations such as United Way and March of Dimes. When she’s not working or volunteering, Mandy enjoys spending quality time with her family and traveling with friends to explore new places.
